Preflight duties
What you must check and know before every flight
§ 107.49 turns knowing your aircraft into a specific routine the remote pilot in command — the person responsible for safe operation of the aircraft during the flight — must work through before every flight. It runs to six items, and they fall into four groups: assess the operating environment, brief everyone taking part, check the machine, and — where the flight will be over people — confirm the aircraft is eligible for the category it needs. The panel below sets out the four; § 7.2 takes the six items one at a time, which is where the detail belongs, because Chapter 7 is the chapter about the aircraft and its preflight.
Two of those groups carry a trap worth naming here rather than later. The environment assessment is not a glance out the window — it is the same risk-to-persons-and-property thinking that underlies the whole rule, applied concretely to the site in front of you, and § 107.49(a)(2) makes local airspace and any flight restrictions a required part of it, which is why Chapter 3 treats reading the airspace as a preflight duty rather than good practice. And the category check is a factual question about the aircraft, not a judgement about the flight: § 107.110, § 107.120(a), § 107.130(a) and § 107.140 each set a bar the machine either meets or does not, and Chapter 5 is where those bars are taught. To picture the middle two, FAA guidance (Table 8-6) translates their kinetic-energy limits into impact speed for a roughly one-pound drone: about an 18-mph impact at the Category 2 limit, about 27 mph at Category 3.
§ 107.15 sits underneath all of it as the standing rule: the aircraft must be in a condition for safe operation, checked before each flight, and that determination does not expire at takeoff. If at any point during the flight the remote pilot in command knows or has reason to know the aircraft is no longer in a condition for safe operation, continuing the flight is itself a violation. Preflight checks under § 107.49 are how you establish that condition going in; § 107.15(b) is what obligates you to act on new information once you are airborne — a battery reading trending wrong, a control link that stutters, a link that recovers but should not be trusted.
Assess the environment
§ 107.49(a): local weather, local airspace and any flight restrictions, the people and property on the surface below, and any other ground hazards.
Brief the crew
§ 107.49(b): everyone directly participating — not just the remote PIC — on operating conditions, emergency and contingency procedures, roles, and hazards.
Check the machine
§ 107.49(c)–(e): every control link working properly, enough available power for the intended flight time, and anything attached or carried secured so it will not degrade control.
Confirm eligibility over people
§ 107.49(f): where the flight will be over human beings, confirm the aircraft qualifies for the applicable category before you launch.
