Chapter 2 established that a license covers the class of business at the address on it, and that § 478.50 carves out gun shows from the per-location rule. This is the carve-out in full, and it works by a piece of legal reasoning worth understanding rather than by an exemption. A licensee may conduct business temporarily at a gun show or event provided it is located in the same State specified on the license — and the premises of that show are then CONSIDERED PART OF THE LICENSED PREMISES. That is why no separate fee or license is required: the table is not an unlicensed second location, it is temporarily the licensed one.

Two conditions ride on that reasoning, and both follow from it. Because the show is your licensed premises for the duration, § 478.91’s requirement that a license be kept posted and available for inspection on the premises covered by it applies there too — the license, or a copy, goes on the table. And because a licensed premises is a place rather than a conveyance, the business shall not be conducted from any motorized or towed vehicle. A van at the edge of the show field is not a temporary licensed premises however close it is parked.

The definition of what counts is narrower than everyday usage. A gun show or event is a function sponsored by a national, State, or local organization devoted to the collection, competitive use, or other sporting use of firearms, or by an organization that sponsors such functions in the community. Records follow the licensee to the show: a licensee conducting business away from the premises specified on the license maintains firearms records in the form and manner subpart H prescribes. One separate allowance sits alongside all this and is not limited by State — a licensed importer, manufacturer, or dealer may engage in the business of dealing in curio or relic firearms with ANOTHER LICENSEE at any location.
