Chapter 4 established who may plan. This is what planning produces. Under 28 TAC § 34.619, at least one set of plans submitted for review, rating, permit, or record purposes must be dated and signed with an ORIGINAL SIGNATURE by the applicable licensed planner, certifying that the plans meet the applicable codes and standards — or that they were copied from sealed engineering plans, with any violations of the applicable codes and standards noted. That second branch is easy to miss and it is not a lesser option: a planner working from an engineer’s sealed drawings signs to say so, and flags the violations rather than passing them through silently.

Two exceptions lift the signature requirement, and they are stated at the front of the rule rather than buried. Plans SEALED BY A TEXAS REGISTERED ENGINEER do not need it, and neither do plans where the local authority having jurisdiction has SPECIFICALLY WAIVED it. Note what the exceptions do and do not reach: they excuse the original signature on the submitted set, not the requirement that a system be planned by an authorized person, which Chapter 4 covered and which no waiver touches. A local waiver of a signature is not a local waiver of the planning authority.

Beyond the signature, the rule tells you what has to appear on the plans themselves. They must contain the LICENSE NUMBER of the licensee, together with the NAME, ADDRESS, PHONE NUMBER, and CERTIFICATE OF REGISTRATION NUMBER of the registered firm — and the rule permits all of that to be presented as a stamp, in the format it sets out. Read against Chapter 3, that list is the interlock made visible on a drawing: the individual’s number and the firm’s number appear side by side, because the authority behind the plans is the firm’s, exercised through the licensee. A set of plans carrying only the planner’s license number does not identify who is answerable for them.
