A complete fire alarm license application is assembled from a short list of parts, all of them named in one rule. Under 28 TAC § 34.613 it must be on the forms provided by the state fire marshal; it must carry all fees; it must include the documents and information Insurance Code Chapter 6002 and the subchapter require; it must include a criminal history report from the Texas Department of Public Safety; it must be signed by the applicant AND by a person authorized to sign on behalf of the registered firm; and the applicant must have completed the qualifying test. Nothing is deemed complete until every required form, fee, and document has been received in the State Fire Marshal’s Office — so a missing item does not delay part of the process, it stops the clock on all of it.

The step that catches people is the one that has to start FIRST. The same rule provides that for a natural person to be eligible for any fire alarm license, that person must begin the application or registration process by submitting a formal request for a FINGERPRINT SERVICE CODE, completing the fingerprinting process information required on the department’s website. The request itself needs the person’s name, state of residence, email address, and the license type applied for. Read the sequence carefully: the fingerprint service code request is not one item among the six, it is the thing that starts eligibility. A candidate who has assembled everything else and not done this has not begun.

Two smaller rules bear on the document once it exists, and both were introduced in Chapter 3 from the firm’s side. A license issued under Insurance Code Chapter 6002 is NOT TRANSFERABLE, so the credential that arrives belongs to the applicant and cannot be passed to a colleague or carried into a business sale. And under 28 TAC § 34.612, altering a certificate, license, or approval renders it invalid and is itself the basis for administrative action. Correcting a detail on the face of a license is not a small liberty; it ends the license.
